Maturity Levels	Level 0 Reactive: decisions are reconstructed from memory, chat and ticket fragments. Level 1 Observable: signals are visible but decision proof is not preserved. Level 2 Governed: authority and approval are defined, but replay is incomplete. Level 3 Replayable: incidents can be replayed with evidence and timing. Level 4 Defensible: alternatives, unknowns, confidence and authority are preserved. Level 5 Federated: multiple domains preserve decision evidence under one governance model.
Scoring	EDMM score is based on evidence completeness, decision timing, authority clarity, replay fidelity, uncertainty handling and governance traceability. The score is not a certification. It is a pilot readiness and improvement map. Each level requires proof artifacts before promotion.
