Level 2 Governed: authority and approval are defined, but replay is incomplete. Level 3 Replayable: incidents can be replayed with evidence and timing. Level 4 Defensible: alternatives, unknowns, confidence and authority are preserved. Level 5 Federated: multiple domains preserve decision evidence under one governance model. |
