Large Telco / Finding 001 - Source and Boundary Note
Status: PUBLIC_SAFE_RELEASE_HOLD
Three Evidence Classes
RAVEN OBSERVED
Raven's public-safe ISP research showed that 13,654,365 observations could be reduced to 788 candidate decision windows.
This is proof that decision exposure can be studied on operational data.
It is not proof that the same exposure exists inside a specific national-scale telco.
PUBLIC INDUSTRY EVIDENCE
Public industry context confirms that telecommunications operations depend on resilience, incident reporting, governance, NOC/SOC operations and cross-functional coordination.
Relevant sources for the publication contract:
- ENISA Telecom Security Incidents 2024,
- BEREC Network Resilience,
- European Commission NIS2 Directive,
- Ofcom Network and Service Resilience Guidance.
These sources confirm the industry context.
They do not confirm Raven.
NOT PROVEN YET
The public Telco Finding must not claim:
- a specific operator loses a specific amount,
- Raven has private insight into operator decisions,
- a specific approval delay exists,
- vendor handoff is proven in a specific organization,
- a stated incident-reduction percentage is already proven.
No operator name is used. No private customer data is used. No specific-operator conclusion is made in this public note.
This public note is not proof about any named operator.
MTZ may be named only as Raven's proprietary time-context method.
The mechanism is not disclosed in public Findings.
No proprietary method details are disclosed.
Human Approval remains final.
What A Telco Pilot Should Measure
A pilot can safely test:
- observation volume,
- candidate decision windows,
- compression ratio,
- median/p90/max decision-window duration,
- approval delay,
- handoff delay,
- field-readiness delay,
- decision defensibility,
- governance trace.
The first step should remain read-only, historical or limited unless separately approved.
