Regional ISP / Finding 001 - Source and Boundary Note

Status: PUBLIC_SAFE_RELEASE_HOLD

What Raven Observed

Raven's public-safe ISP research baseline currently uses:

  • observation period: 2026-04-01 to 2026-06-25 UTC,
  • observations reviewed: 13,654,365,
  • candidate decision windows: 788,
  • stream compression: 0.0058%,
  • memorable observed candidate decision window: approximately 49 minutes.

The key point is not the size of the dataset.

The key point is that a large operational stream can be reduced to a small queue of moments where a human may need a better decision question.

Not proven yet and unknowns remain explicit until a customer-side validation exists.

What This Does Not Prove

This does not prove:

  • confirmed incidents,
  • root cause,
  • avoided loss,
  • exact ROI,
  • hidden failure inside a specific operator,
  • any specific-operator failure, weakness or loss,
  • customer impact,
  • that Raven will prevent a specific incident.

MTZ may be named only as Raven's proprietary time-context method.

The mechanism is not disclosed in public Findings.

No proprietary method details are disclosed.

No operator name is used. No private customer data is used. No specific-operator conclusion is made in this public note.

What It Can Justify

It can justify a controlled question:

Does a similar candidate decision window exist in a specific ISP environment, and can it be measured safely before any production control is granted?

Safe Next Step

The first step can be:

  • read-only review,
  • offline CSV/XLSX/JSON/log export analysis,
  • limited historical incident review,
  • no VPN/admin/live write at the start.

Human Approval remains final.
