Large Telco / Finding 001 - Pilot Acceptance Pack

Purpose

This pack exists for one reason:

After reading Large Telco / Finding 001, an operator should understand what can be safely checked next.

It is not a contract.

It is not a procurement offer.

It is a reviewable acceptance frame for a controlled validation.

The Validation Question

The first question is not whether Raven should be purchased.

The first question is whether the operator has measurable decision exposure:

  • time between visibility and action,
  • handoff delay,
  • approval delay,
  • field-readiness delay,
  • cost of waiting as MODEL or ESTIMATE,
  • decision defensibility.

Fourteen-Day Validation

This is a 14-day validation frame. No production control is granted during this stage.

Days 1-3Read-only or historical intake. Data boundary. Source map. Sample quality check.
Days 4-7Candidate decision windows. Observation compression. Evidence boundary review.
Days 8-11Decision delay, handoff delay, approval delay and field-readiness review.
Days 12-14Executive decision briefing. Unknowns. Confidence. Governance trace. Go/no-go decision.

What The Operator Receives

  • Candidate decision-window register.
  • Evidence packet for selected windows.
  • Decision packet: problem, evidence, options, recommendation and boundary.
  • Known / estimated / assumed / unknown split.
  • Technician readiness view when field action is relevant.
  • Mira cost exposure note marked MODEL or ESTIMATE until validated.
  • Platinum governance trace for defensible action.
  • Go/no-go pilot conclusion.

Minimum Data Boundary

The first validation should use the smallest useful dataset.

  • Historical exports or read-only feeds.
  • Incident history or ticket timing.
  • Selected network-quality observations.
  • Dispatch timing when field action is relevant.
  • Approval or escalation timestamps if available.

Initial validation does not require admin accounts, VPN, production control or automatic execution.

Security And Governance Boundary

Human Approval remains final at every decision boundary.

  • Human authority remains final.
  • Raven prepares decision packets; it does not silently execute action.
  • Mira frames cost and commercial boundary; it does not replace procurement.
  • MTZ may be named as Raven's proprietary time-context method; no mechanism is disclosed.
  • No specific-operator conclusion is made without customer validation.
  • No ROI or avoided-loss claim is made before validation.

Acceptance Criteria

The validation should be accepted only if it can answer these questions:

  • Do measurable candidate decision windows exist?
  • Can observation volume be reduced into a smaller human review queue?
  • Can decision delay be separated from monitoring visibility?
  • Can handoff, approval or field-readiness delay be described?
  • Can the output help a manager decide more calmly?
  • Can the decision be defended after the fact?

Public Evidence Context

This pack does not claim proof inside a specific operator.

Not proven yet remains explicit until a customer validation creates evidence inside that operator.

It uses public-safe Raven observations and public industry context to justify a controlled validation.

  • ENISA Telecom Security Incidents 2024 reports 188 incidents submitted by national authorities from 26 EU Member States and 2 EFTA countries.
  • BEREC describes network resilience work around vulnerabilities, best practices and coordinated regulatory responses.
  • The European Commission describes NIS2 as a cybersecurity framework for 18 critical sectors across the EU.
  • Ofcom's resilience guidance for communications providers uses a principles-based approach for public electronic communications networks and services.

These sources confirm the operating context. They do not confirm Raven inside a specific organization.

Decision After Validation

The correct end state of this pack is not pressure.

The correct end state is a disciplined go/no-go decision:

If decision exposure is measurable, continue to a controlled pilot. If it is not measurable, stop or redefine the data boundary.
